It’s not a method that suits all hats - and it only works if you have Growing Together (afaik). Hair color is added automagically, if you change the hair color of the sim, the hair color of this hat-hair will also change. This means that you add the hat in Hats section - and the hair comes with it. This is a hat-hair version of this headpiece from Sims Medieval.
